Rambling Wreck, 1 By BERT ROSENTHAL AP Track Writer NEW YORK Britain's Steve Cram looks at a distance runner like Steve Scott and is inspired. Cram, the world mile recordholder, figures that if Scott, the U.S. record-holder at the mile and who has run more than 100 subfour minute miles, can be a respected runner at 36, he can be a world-class runner at 32. Cram, Scott, 1992 Olympic champion Fermin Cacho of Spain and 1988 Olympic gold medalist Peter Rono of Kenya head the 10-man field for today's American Airlines Miami Mile. Cram was scheduled to compete last year and went to Miami for the race, but withdrew at the last minute because of a groin injury, suffered while playing soccer in England in November 1991.

The injury is nearly healed. causing Cram only slight discomfort when he twists or turns awkwardly. That eliminates playing soccer, but does not greatly affect his running. The injury, however, caused Cram great consternation and frustration last year when he was unable to compete, and it made him contemplate retirement. "I had some thoughts like that," Cram said by telephone from Miami.

"I said, 'I've had a successful career and maybe I shouldn't go on." That love for the sport. which has helped Cram become one of the all-time great distance runners, is one reason he decided to forgo retirement. He wants to compete at least through 1994. He plans to run in this year's World Championships at Stuttgart, Germany, and next year's European Championships and Commonwealth Games. Those meets have brought Cram gold medals, something that has eluded him in the Olympic Games.

He won titles in the 1982 and 1986 European Championships, the 1982 and 1986 Commonwealth Games and the 1983 World Championships, but finished eighth in the 1980 Olympics, second in the 1984 Games and fourth in 1988 at Seoul.
