to address homelessness. the ambitious plan being presented by a nonprofit that says it would reduce homelessness by 75% in just five years. the news at 530 starts right now. thank you for joining us. i'm kira klapper and i'm raj mathai, downtown san jose is reinventing itself. city leaders concede they'll need a new approach. they're looking for fresh ideas to draw more people into the downtown corridor. nbc's damian damian trujillo has the details. san jose's mayor acknowledges they need to do more to lure people downtown. so we took a walking tour with him to see what exactly the city's new ideas are . what are some common? the mayor says this is number one when it comes to bringing back the crowds to downtown. more social and cultural events, festivals and live bands to lure

the crowds. that civic pride really starts in downtown today. we walked with the mayor to get a glimpse of what it's going to take to convince more people to come. the city expects to attract up to 1 million people to the downtown over the summer for those social events. when it comes to a clean and safe downtown, the mayor calls it table stakes, and it's a work in progress. javier rodriguez says he used to visit downtown a lot. not anymore. now he's like, should i'm walking around to see who's going to try to mug me or something. you know, it's crazy, but it's true. the mayor says that's why the city is investing more in foot and bike patrols and in the immediate cleaning of vandalized streets and buildings. another downtown priority is housing one of the key strategies for taking downtown san jose into the future, and really to the next level, is to build more residential, to have residential density in the downtown. believe it or not, the downtown towers are at near capacity, with just a 5% vacancy rate. the key now is getting all those people to

shop where they live. transit is anpriority, along with these so-called pop up shops where entrepreneurs fill vacant storefronts with minimal financial risk. usually one year leases. it's worked so far for la paloma imports, which shares the space with two other stores at paseo de san antonio. this is , i mean, barely a year lease, but we for sure plan on expanding more and seeing what we could do more in the future. national conventions are also returning to san jose. it feels great. i mean, we're seeing a real rebound, a city trying to market its downtown to a 2024 audience. damian trujillo, nbc, bay area news. well, governor newsom had some strong words about the republican party today during his state of the state address. in breaking tradition, the speech was prerecorded and posted online to a social media. among his comments, the governor compared the current version of the republican party to the rise of fascism prior to world war two. he also referred to

it will work. the only catch is it will cost a lot of money. billions. nbc bay area's ian cull has the story. reporter a nonprofit says despite everything being done to address the homeless crisis in the bay area, the problem hasn't been solved. so it's offering up a data backed model and claims if governments follow, it would reduce homelessness by 75% over the next five years. but it will cost $9.5 billion. it may seem like we've spent a lot of money on it already, but we've been digging this hole for a long time, and if we want to dig our way out of it, we need to put some real muscle behind it all home focuses on regional solutions to homelessness and says cities and counties should spend that money on three areas at once interim housing, which provides an immediate place for people to get off the street like the facility san jose has been building over the past few

years, increasing permanent housing units and targeted homelessness prevention, which identifies households at risk and gives them short term financial help so they can stay in their place. it's something berkeley is already doing. you don't hear this stat that often. berkeley saw a drop in their unsheltered homelessness by almost half in the past two years. that is demonstrated success. the $9.5 billion would fund tens of thousands of affordable and interim housing units. this plan shows lessons learned from actually doing the work. it's client focused and echoes what i've seen in our communities to help visualize how the plan would work, all home released a dashboard on its site showing the difference between fully funding and not funding the programs, and how many more people you can expect out on the street tomorrow. the mtc board will decide whether or not to put a $20 billion affordable housing bond on the november ballot. in all, nine

counties, something all homes says would jump start its plan to move the bay area forward. ian cull, nbc bay area news. arrests have been made in connection to a suspected copper theft in pinole, which led to outages involving the city's 911 call center. the most recent outage happened on saturday. police posted an alert to residents and soon learned critical wiring had been cut and stolen. a similar incident happened in early june in the same location, so this time officers quickly responded. they set up a perimeter and eventually arrested two of the three suspects. today, the u.s. surgeon general declared gun violence a public health crisis. doctor vivek murthy, the nation's top doctor, issued the health advisory. it comes after a weekend marked by mass shootings that left dozens of people dead or wounded. murthy is calling on congress to pass new firearms regulations, including universal background checks for purchasing guns, a

ban on automatic rifles and penalties for people who fail to safely store their weapons more than 48,000 americans died from gun violence in 2022. the 12 year legal saga against wikileaks co founder julian assange is finally coming to an end. he'll soon be a free man. today, the 52 year old internet publisher flew from bangkok to a courthouse on the small island on a small island near guam. that's where assange plans to plead guilty to espionage charges as part of a deal with the u.s. that will spare him any prison time. for years, he's been jailed in the united kingdom while fighting extradition to america, assange is accused of publishing u.s. military secrets that allegedly put the country's national security at risk. but assange says he acted as a journalist to expose us military wrongdoing. after his plea and sentencing, he will return to his home in australia, now to the middle east, where more humanitarian

aid is flowing into gaza thanks to a us built pier. the floating military structure juts out 1200ft from gaza. from the coastline into the mediterranean sea. that's where ships are able to unload pallets of much needed supplies to the palestinians. as of today, more than 8000 pallets have been delivered, but about 7000 remain sitting on the gaza coast, waiting to be picked up and distributed by the un. the cargo ship that hit the key bridge in baltimore has arrived in virginia, while the with the coast guard supervising the dahle navigated the 20 hour journey down the chesapeake bay from baltimore. crews will now offload the thousands of containers on board that ship, and then the repairs can begin. in march, the dahle rammed into the francis scott key bridge, one of the support columns, causing the entire bridge to crumble into the water. federal investigators determined the 947 foot vessel suffered power

space center in florida will shed new light on our changing climate and space weather moving forward in the goes-east position, it's able to see the atlantic ocean, the central, central and south america, north america in order to look for things like hurricanes, severe storms, wildfires and all sorts of hazards that occur in that area. another game changer for forecasters has been the ability to monitor lightning from space. in this example here, you can see the flashes of lightning occurring within the eyewall of this hurricane. and it's not just lightning. the satellite also has the ability to detect heat sources, including those from developing wildfires. often, it turns out, goes is the first indication you have a fire even before the local community might call it in, because we see it from space before it's been indicated by the locals around there. so the first call, an emergency responder might get is from the weather service saying, our geostationary satellite spotted a fire over the horizon in this little county location. maybe you better go look at it. what also sets apart gosu from

other satellites is a new tool designed to monitor space weather. gosu is making history of its own. it carries with it the world's first ever operational satellite coronagraph. and what's very key is much, much faster latency. we're going to get the data down much faster to the space weather prediction center. even as the last in a series, the goes platform continues to provide new breakthroughs in weather forecasting. in some cases, when you look at a phenomenon with a whole different perspective, like looking at lightning, while you're looking at imagery for storms and things, you see a connections that were never available or never visible before. so bringing together different observations of the same phenomenon reveals new understanding of it. at the kennedy space center in florida. rob mayeda for nbc bay area news. that's a long road trip for rob. this solar system monitoring system will be able to send updates every 30 minutes versus up to every eight hours. this is expected to lead to better warnings and more accurate space weather forecasts. this all goes into

full operation next year. pretty incredible. wow. totally and perfect timing for chief meteorologist jeff ranieri to be here now. and you know, the wildfire detection and to be able to detect those hot spots and the signatures of where those wildfires are happening, that's going to be really advantageous for us out here in the west. you know, we've been tracking some wildfire danger here tonight with some lightning strikes. thankfully, we haven't seen anything really big erupt here across the bay area, but we'll still be on the watch here for the next couple of hours of maybe some isolated thunderstorms. let me show you right now where it's going off. and it's primarily over the sierra as we're seeing some of the strongest instability really shifting off to the east over the past couple of hours, 136 lightning strikes in the past half hour alone in this area. i've got zoned out here, and all of that is moving off to the north. and the east for us. we do have a little bit of spotty rain that's been coming down at times here across the north bay, albeit most of this is evaporating before it hits the surface. but as you're driving around tonight, marin, napa, sonoma counties, you might need

the windshield wipers for a little bit for a spot shower. we've got some activity here on highway 101 moving to the north and the east could actually bring you a few showers here in oakmont through 604, maybe back to saint helena as we head through about 630 tonight. now, as we head through tomorrow, the tropical moisture, the humidity that's been kind of moving in the past day or so, that's going to start to move off towards the east. so the air should be less humid tomorrow. that's going to make it much more comfortable. and then this system right up here that's going to help to drop temperatures by about 5 to 10 degrees. so i think overall we're going to slide more back into some california weather instead of that florida like weather outside, which, you know, putting the lightning aside has been just kind of a nice little change, a nice way to kind of switch up the day here for us. as we started off for tomorrow morning. we also have the fog back, not only at the coastline, but some low clouds right there through the inland valleys. most of this clears back as we head through the afternoon for that sunshine to return. morning temperatures are going to start off colder

with that fog right there at the coastline. that will put us down to double fives here in the peninsula south bay at 57. and as we take it to the east bay, san francisco in the north bay, also coming in with those 50s temperatures through tomorrow dropping off at 5 to 10 degrees. so this will be much better for us up to the north bay 82 instead of those 90s. we're pushing it down to 86. in concord 85, livermore low to mid 80s, san jose to morgan hill. get out to palo alto, 78 and some 50s and 60s right here. half moon bay to san francisco. i think we're going to stay with a pretty similar trend like this as we head all the way into this upcoming weekend. so comfortable temperature wise. and then we're going to see that next spike in temperatures by next monday, tuesday and wednesday. inland valleys mid to upper 90s. looks like a three day event here for us. and then we should drop down after that. now with that heat coming in, i know, you know, we start thinking about this time of the year also drought. i wanted to show you where the worst drought is right now. and it's really centered over texas. the four corners, and right back through the central u.s. we are still drought free here through

the state, which is awesome to see. and that's of course, because we've had three strong years in a row of those rain seasons. and we're not expecting to slip back into a drought over the next couple of months just based on the reservoirs levels. look at the local numbers here. we're at 91% of capacity. east bay mud 94 marin lake sonoma 67 lexington, right there at 85, not as high at coyote. that's because it's been lowered for seismic safety. all right. on that 7-day forecast in san francisco, we're going to hold with 60 right through sunday. then we get a little bit warmer here next monday and tuesday into the 70s. and for the inland valleys we're in the 80s all the way through sunday. and then we do turn it up next monday. and also tuesday. so we'll keep an eye on the radar. and we have more checks coming up at 6:00. i see those 95 in there. i know, i know, at least we got some 80s, you know, a few days without it for sure. thanks, jeff. up next, catching up with the 49ers star who has a new school. yup george

telemundo 48 at san jose's music in the park, featuring five summer concerts. to get tickets and learn more, visit nbcbayarea.com. antioch has had enough city leaders are looking to officially ban sideshows. the city says the ordinance has been in the works since 2022. like many cities in the bay area, antioch has struggled to limit that illegal activity, so the city council will consider two versions of an ordinance. one would ban organizing and advertising sideshows, and the other version would extend to anyone watching within 200ft of the sideshow. the council will start discussing the ordinance in about an hour from now. a legal win for former president donald trump today. the judge in the new york hush money case has lifted portions of the gag order. the ruling will allow mr. trump to comment now on the witnesses who testified during his trial and the jury that convicted him. however, the

ruling leaves in place the part of the order barring him from talking about the court staff and their families. those restrictions remain until mr. trump's sentencing on july 11th. an effort to establish the first publicly funded religious charter school in the country has been blocked by the oklahoma supreme court. the court ordered the state to rescind its contract with saint isidore of seville catholic virtual school. it found that it violates both the oklahoma and u.s. constitutions as well as state law. the case is being closely watched. supporters of the school believe recent u.s. supreme court decisions have indicated the court is more open to public funds going to religious entities. here's something fun the iconic stanley cup enjoying some sunshine and surf out in florida. florida panthers star matthew kachuk took a swim in the atlantic ocean with the championship trophy. this is the most famous trophy in northern north america right there. oh my gosh, is that not like it's totally

established in san francisco. we're going to tell you where they'll be and how the city hopes it'll boost nightlife in the city. the news at six starts right now. good evening, and thanks for being with us on this tuesday. i'm raj mathai and i'm audrey asistio. for years, autonomous cars have been driving around san francisco, first with drivers and then without them. and then last summer, people were first allowed to get on a wait list to take a waymo driverless ride. but starting today, the wait list is no more, and people are already hailing rides. that includes our cto, quintana. he hopped aboard a waymo car for a short trip through the city. waymo was approved by the state for commercial rides in san francisco in august, but a lot of potential customers were on a wait list. but now you can download the waymo one app at a credit card and hail a driverless car with no wait, we figured it might be a good idea to actually see how much it costs to hail a waymo compared to the other two rideshare

services. so let's first launch the waymo app. we are riding from civic center to the ferry building on waymo. at quoted $19.08 for the ride on uber, it's 13.97, and on lyft, it's 14.99 for the standard ride. when we hailed waymo, we immediately noticed an issue. the car wouldn't pick us up at civic center, so we walked a block and a to half where it would. and then this happened. it went to the wrong spot. it told us to come over here to this corner. it's right over there. you can see, because it's got the skew on the on the roof. once you hop aboard, it's a pleasant ride. waymo uses jaguar suvs, a robotic voice tells you about the cameras on board that the company uses to monitor for damage or prohibited activities like carrying weapons, drugs or alcohol. and of course, you're warned not to interfere with the car controls. the drive is pretty smooth and overly cautious. it chose a route to the ferry building that took about a half hour. you could have taken a traditional rideshare for less and gotten there in 15 minutes. once
