Abstract
This paper looks at the forms used in administrative procedures from a cultural studies perspective. I am interested in the various meanings ascribed to this omnipresent tool of rationalized bureaucratic practice and in their agency, that is, in the ways in which they impact on the organization and performance of public administration.
The metaphors used in German debates about the reform of form-based administrative practices - 'assembly line' and 'questionnaire' - provide a starting point for a reflection on the role of these administrative tools and on their agency.
The paper is introduced by a brief section on the longer history of printed forms in public administration and ends with a look at the ways in which forms structure and frame communication between administrators and clients.
